FULTON'S COMMENTARY ON THIS STORY:

Statists make it difficult for you to follow their legislative moves.  They play a shell game with their legislation, constantly changing the name and/or number of a bill.

H. R. 2183, Shays-Meehan, passed the House on August 6, 1998.  It is even more comprehensive and sweeping than the version (H. R. 3526) featured in our previous Horror Story (Go to Horror Story archives for this bill).

On September 10, 1998, the McCain-Feingold bill, the Senate version of Shays-Meehan, failed to receive enough votes to shut off debate.  This means McCain-Feingold is likely dead until the convening of the next Congress.
